What is the Retail Cannabis Council of Ontario?
The RCCO is a registered non-profit organization representing independent, privately owned cannabis retailers across Ontario. Our mandate rests on three pillars: advocacy, engagement, and education.
Who can become a member?
Retailer membership is open to holders of a Cannabis Retail Store Authorization (CRSA) in Ontario. Associate membership is available to non-retail businesses and service providers who support the sector.
How much does membership cost?
Membership is currently FREE for independent cannabis retailers.
RCCO is growing its membership across Ontario, and while membership is free today, future membership pricing may be introduced as the organization expands its programs, services and member benefits.

Is the RCCO affiliated with the Government of Ontario?
No. The RCCO is an independent, registered non-profit organization. We maintain working relationships with regulators such as the AGCO, Health Canada, and the OCS, but we are not a government body.
What does the Council advocate for?
RCCO advocates for the long-term sustainability of independent cannabis retail in Ontario. Our work focuses on fair and competitive conditions for legal retailers, effective action against the unlicensed market, practical regulation, and policies that support a strong and sustainable legal cannabis industry.
Our advocacy evolves with the issues facing independent retailers, and our published policy papers and submissions provide a record of the Council’s previous recommendations and positions.
How do I get involved beyond membership?
Members can join the Membership, Communication, or Advocacy committees, contribute to research and policy submissions, or stand for board positions when elections are held at the Annual General Meeting.
When is the next conference?
The 6th Annual RCCO Conference & Expo will return to Woodbine Racetrack in Toronto in June 2027.
