About the Council
The Retail Cannabis Council of Ontario (RCCO) is a registered non-profit organization focused on education, advocacy, and professional development within Ontario's cannabis retail sector.
Our mission
The RCCO strives to build a sustainable, responsible, and inclusive retail cannabis landscape in Ontario. We provide resources and training that help retailers navigate regulatory requirements, and we work to enhance consumer education across the province.
We empower cannabis retailers by facilitating community initiatives and research, supporting knowledge-sharing among industry members, advocating for supportive regulatory frameworks, and promoting responsible business practices.
The three pillars
Advocate
Supporting legislation and regulations that create a favourable environment for cannabis retailers across Canada. The Council represents independent retailers in provincial and federal discussions, publishes white papers, and pursues policy change on margins, enforcement, and market fairness.
Engage
Facilitating the integration of retailers’ efforts toward community initiatives, research, and regulatory navigation. From our annual conference to committee work, we bring the industry together.
Educate
Providing education, training, and knowledge-sharing initiatives that benefit retailers, consumers, and communities — raising professional standards across the sector.
Committees
Much of the Council’s work is carried out through member-driven committees — including Membership, Communication, and Advocacy. Members are encouraged to join a committee and shape the Council’s direction.
